Centuries ago, kings and queens had the right to make laws. Monarchs nowadays no longer have the right to make laws. Members of Parliament chosen by the public carry out this duty instead. Although The Queen acts on the advice of her Prime Minister, as Head of State she still has to approve some new laws before they can begin to work.
