The project was managed jointly by the Royal Household and the Department for Culture, Media and Sport (DCMS).

The Royal Household co-ordinated all the requirements of interested parties; established a programme; appointed a project team as necessary; ensured that the project team had reasonable access to areas as necessary; and authorised payment of fees and contractors' invoices.

The role of DCMS was to provide funding from the Treasury and to monitor the progress of the project.

The memorial site lies within an area managed by the Royal Parks, which will maintain the memorial.
